badly plastered ceiling

hi ive got a problem with my kitchen ceiling after the so called plasterer rode off into the sunset with my hard earned cash he left it all draged and scratched after putting a coat of pva and a couple of coats of kitchen paint it looks a right mess has anybody got any idea what i can do to get a good finish on it without ripping it all down many thanks for any advise offered

Have you had a look at the DIY Projects area at all yet: https://www.diydoctor.org.uk/projects.htm There are several projects relating to the various stages of plastering that may provide you with some useful information.
