Can't undo a fixing

Help! I want to change the bulb on an outside light fitting by the front door. I have to undo two screws to take off the glass surround to get at the bulb. The screws are stuck, and someone has obviously tried to use a Phillips screwdriver to undo them and tried so hard there is no shape left to the heads of the screws so my screwdriver doesn't fit, just spins.

I've tried WD40 and brute strength. I've tried a gripper tool. I've tried banging my head on the wall. I don't know how to drill out a screw, and if I do manage to drill it out, does that mean there will be no thread for a new screw? Help please.

If it's possible cut a slot in the screw head with a junior hacksaw, then back the screw out with a slotted screwdriver.
