Flat roof design and materials

Hello there, new here and hoping for some help please. I am planning a flat roof extension (6 m wide by 6 m long). Because of permitted development height restrictions which don't seem to be keeping up with the best practices on insulation, we are needing to find the optimum solution for our flat roof in terms of depth vs insulation. I have read up on cold vs flat roofs, and have some idea of pros and cons. Regarding roof covering, I know of GRP (not convinced, and our GRP loft roof makes many large cracking noises), EPDM (thin?), Sika Sarnafil (also thin?) and modern felt / bitumen (such as Garland's system, I believe). I'd be interested to hear what people's experience is of single-ply membranes vs any other systems, and also what kind of build up we can create that will still be a good solution but keep our roof depth to around 30, 35 cm max Thanks in advance
