Briging top of double skin wall

Neighbour has increased hieght of double skin wall separating our sunrooms. Concerned that they have done this by laying breeze block across both walls and the cavity.
Situation made worse as the lead flashing for my roof is approx 6 to 8 inches below the new hieght and if I attempt to remove it I may damage the support for his glass roof which is attached to the new breeze block.
Is this allowed or should the two separate walls have been continued to top then enclosed with capping. (slate tiles)

Ideally both walls should have been dealt with separately. Whether topping a cavity wall with a solid section will be detrimental will only be apparent if water ingress appears on your side.
