Thank you. It is a stud wall and a carpenter suggested that it could be damp because the studs are not made from treated wood, but the manager disagrees and insists the plaster/skim would have visible cracks. Thank you for the response. That is what I feared. I will contact the council and see what they say. It might just be easier to build from the building line backwards if I need permission.
