I’m hoping to buy an upstairs flat and noticed that my downstairs neighbour and the groundfloor flat next door seem to be connected by pipes suspended above their gardens. Has anyone seen anything like this before, and if so do you know what it is? Should I be concerned? The current owner claims not...
