Painting over plaster in recently moved in to property

cant find a forum for paint but my guess is plaster is my problem so... just moved in, whoever painted did a bodge job and so whenever i lean against an internal wall it leaves powder on my clothes. so did they use the wrong paint or not under coat or prime? im no expert but want to paint over this ...

hi thanks for the reply, theres no rafters im essentially planning to do a "suspended" ceiling and lower the height in the bathroom

Insulating my very cold bathroom ceiling

Hi guys, 1st post and I'm an absolute DIY newbie but cant afford to pay for a tradesman so I wonder if I can get some advice? My bathroom has a sloped roof with no insulation and no heating so very cold and im wondering if i can simply put up some insulation board, with perhaps some insulation roll ...
