these ridges can also be caused by trying to trowl up to soon or going over it to often as this pulls moisture to the surface.

retarding plaster

you could also chuck in a hand full of bonding or 2 , again not an exact science but it will slow it up for a while.

as a sugestion if not to late ,give it a mistcoat then see what shows up you can then use filler on the patches .if however it is to bad to fill pva it then reskim it .

i noticed that you said you pva,d twice which should never be done as this creates a surface similar to having 2 plastic sheets on top of each other, there are many short courses availabe or as ginga said do a bit of laoboring for expieriance its realy not as easy as it looks good luck anyway.
