the walls that have had new plasterboard on will be fine, the one that haven't have suffered suction and dried to quickly, they should have wet the walls before plastering to help to stop the "suction" obviously the walls and ceiling are very dry and draw the water out of the plaster quick...

yes the horizontal beam should be bolted to the vertical steel column with a bracket, the vertical steel column will need a foot plate to spread the weight so as not to sink into the concrete etc.. and it will definitely need to have fire protection with either intumescent paint or fireline plasterb...
