Lower than normal suggests that it was 'higher'

Only cause, partial blockage or drain is blocked outside and just has not built up yet. Have you lost a hooked bowl cleaner or such? Does it gurgle?

I can give the only two answers. 1 you mentioned that the pipes are new, so I think the 'run' is too steep. roughly for every 4feet the pipe drops no more than an inch, any more and it 'draws' the seal on the sink trap which is like someone gasping for air. 2 You have a blocked drain outside. Take thru the attic and out any wall, but it must rise 3 ft above any window below it. Durgles are fine in a new space like a cupboard becoming a toilet but if you're going into the attic just carry on, it'll cost about £30 more for the right job done right.
