Sockets in the floor

I plan to convert my garage into an office and I have bought some raised access flooring. My plan is to have sockets in the floor (like they have in some offices) is this allowed?

What colour cable?

Hi, I plan to extend my ring main. I have some of the old black and red cable left over from a previous project. Can I use this cable or do I have to use the new colours?

If that's the case then isn't the information on the "extending a ring main" page wrong as it states "[i]if they are buried in the wall they must be in a protective conduit and only run vertically from above or below the sockets[/i]"
