It depends what you want to do with the frame once its stripped. If you want to repaint it, then the strip doesnt have to be perfect so either sand down the existing paint, undercoat and then two top coats. Think of the paint or varnish as having 2 functions. One is to protect the wood and the second is to provide a decorative finish.
