how secure are double glazed french windows

we have had a break-in, the burglers gained access by kicking out the bottom payne of our double glazed french windows. The payne was still intact, we have internal beading, should this happen? or have they been incorrectly fitted. The doors have bolts top and bottom, and did remain locked. I would ...
