Replacing Existing Driveway

I'm planning to replace my existing driveway. The current one is 17 years old and looks tired with broken wobbly slabs and horrible black gravel. My question is : Do I need to dig right back to the soil and replace scalpings etc or can I just lift the existing slabs and gravel and lay new ones over ...
