Can someone tell me how immersion heater cutouts work and how they can be reset? Also can anyone tell me how to change an immersion heater without the water spilling out of the top of the copper hot water tank?

It could be the fan is not working. The same symptoms happened with my Gloworm Fuel Miser boiler and I thought it was the thermocouple but it was the fan. You need to isolate the mains from the boiler to replace the fan.
