Replacing thermostat on radiator valve

I have a standard thermostatic valve on each of my radiators. Not sure of the brand or model and not sure if that matters. The problem is the thermostat on one radiator no longer functions - the radiator stays cold. But when I remove the thermostat from the valve it opens and the radiator heats, so ...

Thanks for the info. I suspect my wife will be satisfied with the cream rather than going over it all (while we are trying to live in it) 3 or 4 more times!

I don't specifically know what the law states on this, but how would you feel if a neighbour with whom you had issues painted a wall of your house without asking, simply because they could see it from their property while you could not see it from yours?

Thanks for the input. I had been hoping that there would be a magic fix, but I've gradually been coming to the realization that what you suggest is the only way, short of replacing the entire window.
