floor screed

Im screeding my extension floor this weekend where the extension meets the existing kitchen section the screed level in the existing area is 20mm above the dpc, does it matter if the screed is above the dpc, i thought the screed level should be level with the dpc, but now im not to sure

whats the advantages of dry lining vs skimming on top of new boards. Whats the point of skimming boards when you dont need to.?

I've had an extension built with a flat roof, the roof has been felted and looks tidy. But when the building inspector came out he questioned the fire rating of the materrial, and that if the material doesnt meet a certain spec I will needto put bitchumen chipoping on top.
