For mdf I guess you will be using a spirit or acrylic gloss paint, you will want a high density roller sleeve (the smooth not the fluffy ones! Try and get them rounded at both ends to help prevent lines!
Buy some standard flat skirting and fix some inch square battens to the top and bottom. You will end up with some chunky skirting with a pre formed recess for cabling and lighting etc.
