You shouldn't need to wrad the connector blocks in insulation tade, which should not actually be used for the purposes of insulation anyway, the blocks are insulated anyway, all the tape will do is degrade over time and leave sticky all over the block for someone lese to get all over their fingers!

The electrican will have a lot of trouble saying he has complied with the 17th edition of the wiring regulations if he works on the circuits which that old board of yours is supplying. The issue is not that your consumer unit is of the 'fuse wire' type, but more that there is unlikely to be any kind...

I'd certainally be inclined to get an electrican in to do a 'Periodic Inspection Report' that will tell you, from a professionals point of view, how good and 'in working order' your fixed electrical installation really is with a list of points noticed and severity codes against them.

Solid Green sleeving went out with the introduction of 14th edition regs in 1966, but as kbrownie says it could have been re-used from somewhere else, but if you've got it across the board, i'd consider that unlikely.
