you wouldnt need to demolish but some underpinning may be required if the foundations are not found to be suitable - not as scary as it sounds.

you would almost definately need planning permission but this would not be a problem from the sounds of things.

you can go out 3m from your property at single storey level with a 4m max height under permitted development rights. any bigger than this requires planning permission under new guidelines.

you could look at reducing the ridge height as this is likely to be a problem with blocking out neighbours sunlight. you should be able to extend as far as you wish at single storey level as long as the pitch height is kept to a minimum.

there is no reason why you would have to build 2.5m from your boundary. you can build up to 2.5m high without needing planning pemission i.e a flat roof, but more than this requires an application to the local authority. likely not to have building regs before so would need building regs approval to ensure that the new staircase meets Building Regs standards and head heights above stairs remain 2m among other regulations.
