Turning off old stop cock tap and then on again.

I have a stop cock which shuts off the water to my toilet cistern.

I have a water leak with the overflow so I want to change the washer in the cistern..

As the stop cock has not been used for a long time,is there anything I can do to ensure it turns easily please?

three pin to two pin socket adaptor.

Thanks for reply.
I use mine to charge my Drill battery and for my rice cooker.I have been doing this for years with no problems.These are also meant to fit 240v sockets as they are specially made. I all assume that these rice cooker etc are earthed anyway. [Though I will stand corrected!]

I am not looking for a socket adaptor. I'm looking for a thin plastic item with one prong which when slotted into a three pin socket changes it to a two pin socket.
