I have done so but they say it is not thier problem but mine and it is due to lack of circulation which is very untrue is there anything i can put on the walls on the inside to help?

After major works to the building I have very bad damp coming from both top and bottom of walls in various rooms all with outside walls. I have tried venting, airing etc. The worst walls are those with vents and those that have been plastered. Im at my wits end please help!
