Regardless of the bolt size you need to use toothed timber connectors between the timbers and sq washer on the outside.
Glue will eventuarly breakdown under tension, so there needs to be a proper physical connect between the new and old floor members, hence toothed timber connectors.

I suggest you make a claim on your building insurance for subsidance if you feel that there is structural movement. K2(a) Only applies to stairs and ramps that form part of the building.

K3 (3.2) deals with external balconies and edges of roofs and would seem more applicable and this say that it should be at least 1100mm high.
