If it's just a case or trimming the hedge then it's one of those things that you either have to get on a do or get someone in to do. I doubt the council will take any action if you haven't explored the above. Maybe you explain the problem to your neighbour first and see if he/she has any suggestions...

Talk to the planners first to see what would be acceptable. You should be able to drop into most planning department and speak with a planner (although I would call first to confirm). Talk through potential options and make a pre-application if requested by the planners.

If your converting the room to a habitable space then you'd have to apply for Building Regs approval to which they would want the stairs changing. You could get away with 600m below ground but if you want to make it indestructible then put a third of the length is underground, so if the post is 2m above then put 1m below.

I'm rebuilding a garage and have searched the forum (and paving expert) for info on concrete rafts but still have a few questions regarding the design. The garage is 30sqm so doesn't require building regs but I'm confused as to what constitutes 'adequate construction' against the 'minimum guidelines...
