Block paving is easy to re-adjust if you get something wrong or ever need to dig some up for drains/pipe access. Pattern imprinted will look a mess is it ever needs to be changed.

I would just lay a row of flags and then a flag on edge as a retainer to hold it in palce. Needs to be laid on concrete.

Try a gate specialist, there should be one local to you. They will make the gates to fit the levels and if required attach special hinges.

I'm not sure on this but I doubt you need planning permission. That is quite a wall to build though so get a proper builder in to do it or very reputable driveway/walling company. I remember doing one once that was a meter at highest point and we had to use a top specification. Pillars every so ofte...
