Damp inside by window. Plasterboard over or remove render?

Hi,

I'm not sure what is best?

I have old damp, now dry under window area on cavity brickwork 1930's.

Can I plasterboard over the whole wall? or should I hack off lose bits & render or try to dry line?

What are the pros & cons?
