Thanks plumbbob. So is this the correct order? Boiler flow (28mm), Open expansion vent tee (22mm), within 150mm cold water feed tee (15mm) then pump inlet (sucktion)?

I would recommend pump Gate valves available in 28 & 22 mm sizes. They dont restrict the flow when fully open.

When a MV opens or closes it operates a micro switch. This switch closes when the valve is open. The pump and boiler ignigition are connecetd in parallel via this switch so that the pump starts at the same time as the boiler calls for heat. It sounds like you missed a wire off somewhere.
