I would think storage or portable space heaters would suffice. Besides a heater, you may also want to get a fan to circulate the warm air throughout the apartment. If you can, a ceiling fan would be really good since the hot air rises and you want to push it down to keep the overall air comfortable.

If there is a leak in the ceiling of your neighbor's bathroom underneath you, did any plumber tear out your neighbor's ceiling to see if they could find the source? Would locktite or something similar work to keep the nut from loosening? You could ask someone at the hardware store what would work best because I know they make different types depending if it's around water or high heat or other conditions.
