Yes. It sounds like you didn't actualy turn off the cold feed to the hot water cylinder. If you had the hot water would have stopped pretty quickly. Check the connections from the cold water storage tank. If you have two connections the one slightly higer up the tank wall is the hot water cold feed....

Have a look at the thermostat on the hot water cylinder first. If this is set too low the water will be diverted to the central heating before the cylinder contents get hot. Don't set it any higher than 65 C or there is a danger of scalding as the water at the top of the cylider is considerably hott...
