if the plasterboard is new there is no need to pva it, but if it is old or has had some sort of wallcovering on it it is best to use pva at a 3:1 mix

when you screed a floor you use a semi dry mix. this is sand and cement with a little amount of water in it. if it is too watery it just slops away and you cant compact it down or float it.
