If the steel beam was installed only to reduce the bounce in the floor, it would not have been classed as a structural alteration and would not need any approval from the council

Hi Dusty42. You may have resolved this problem by now, but in case you haven't, you don't have anything to worry about. The council can ony take enforcement action against your porch 'if it is expedient to do so'. There are strict guidlines which councils have to follow before commencing enforcement...

Strictly speaking, you would need to re-apply for planning permission as the work you are proposing would not be in accordance with the submitted drawings. It has always been a rule that no building or extension can be built forward of the frontage of a dwelling where that frontage faces a highway.
However, as it has been in position for more than 4 years, it is now exempt and the council cannot take any enforcement action against you.
