The wall is painted, can I just paint a PVA solution over the top or do I need to try and remove the paint, pva the wall and then paint over the top (assuming I can paint over the pva solution?)

Water in shuttered concrete (pebbles and cement) walls

Hi, can anyone help with this ? I have got a house made of shuttered concrete (pebbles from the beach with big gaps between). There is an extension on the side of one of the walls that is leaking. I have replaced the lead flashing with new but it seems that where I pointed the flashing water is seap...
