Are night storage heaters taboo ?

I'm moving to a bugalow which has night storage heaters for some years. I've always believed that they were an inefficient, uncontrollable cheap instalation, but the present occupiers say they are cheap to run and no problem ( they would). Gas shut off valve handle

My Gas shut off valve is beside the meter in an external brick "box" on a GradeII building. The handle can only travel 45deg so it takes two goes to shut off the gas. Can I buy a shaft extender for the valve, if so where please?
