Apply for a non-material minor amendment application to your local council. This costs £25. All you have to do is submit the amended plans with the application forms and the £25 fee. They will stamp the plans (if acceptable) and send them back to you indicating formal approval of your revised scheme.

The Parish Council have very limited powers and it is highly unlikely that they will influence the outcome of your planning application (I am an ex-planning officer).
