Thanks for the advice.

The problem was moisture corrosion (which i think is also why the valve has failed).

Just needed more force to get the Powerhead off.

If it is a modern system boiler you may have a pumped hot water circuit with motorised valves on the feed to the cylinder controlled by timer and cylinder thermostat. In this set up, I think your symptoms could be caused by a cylinder thermostat set to a low temperature, or by a faulty motorised val...
