Sounds like the transformer (assuming they are individual) is at fault or at least my not be suitable for dimming.
As for par P, not too sure as I left England before it came into force, but I think light are covered if they are in a kitchen or bathroom, but don't take that as gospel.

My Dad finally gave up and has had a new boiler fitted. However, after he had ordered the new installation we adjusted the oil (diesel) volume a number of times and the boiler worked faultlessly until it was removed to make way for the new one. The easiest way is to connect the browns together in a terminal block and the two blues to the fitting one in the live and one in the neutral. My Dad has a Eurocal President boiler which I'm told is designed to run on paraffin but is also capable of running on Diesel without changing the fuel jet.
