External emergency exit

I have been asked to make a stair outside a double door emergency exit as there is a distance between the bottom of the doors and ground level outside. The project doesn't bother me, only I have looked all over to try and find the regulations for the going and risers for emergency stair exits but ca...

Which hinges - 2 x 4" or 3 x 3"

The other half has chosen 2 internal oak doors which weigh more than the average internal door - do I hang them with 2 x 4inch hinges or 3 x 3" hinges ?
