How can I tell if a lft conversion of properly insulated?

Hi My husband and I are buying a house which already has a loft conversion. The EPC "assumes" that it doesn't have insulation. Does anyone know how we can check whether the conversion has proper insulation and, if it doesn't, how easy/costly it is, or isn't, to install it? Many thanks all!!
