Soundproofing putting up boards over existing walls

Hi! I live in a 1920's mid terrace and the walls must be very thin as i can hear my neighbours, talking, tv, kids, etc. Not too bad in evening but can be a pain at 6 in the morning! Painting walls after damp

I recently had a small patch of damp appear on my kitchen wall (near the bottom) We had decking butting up to that section on the outside and have since cut it away. The wall is now drying but we are left with bubbled paint with powdery wall underneath. I want to repaint my kitchen and was wondering...
