Boiler flue against fence

I am installing a flue, straight out of an oil boiler, through an external wall and the distance from flue to fence is just short of the Regulations 600mm, as on picture A below. Are the inspectors going to be so tough that, if they spot it, they will get me for 35mm short of the spec? Alternatively...

I have been laying a 65 mm floor screed. I mixed it very dry as people advice. I also added fibre reinforcing. But in places the surface is loose after 2-3 days of laying. You can erode it with the finger until 3-4mm deep before reaching a hard surface. This happens especially in day joints and wher...
