Connecting WC to 3" soil pipe

I am replacing the wc in a house built with an internal 3" soil pipe. Originally a syphonic WC was fitted but these are not now allowed. Can anyone tell me if a modern dual flush WC would work with this 3" soil pipe, assuming I can find a suitable connector to connect it.

Fitting bathroom units over vinyl flooring

I am totally refurbishing the bathroom. Can anyone tell me if it is possible to lay sheet vinyl flooring first and then fit the wash basin and wc over the top.
