Yes this is a common problem expansion vessels it is quite straight forward to replace, i would suggest you get a qualified plumber to fit it for you hope this helps

There could be a air lock on the radiators try turning the radiator valves on the ones that are working downstairs off this will push more pressure to the ones upstairs pushing through any airlocks you have bled the radiators upstairs to ensure the air is totally out of them. Hi

Are you sur the filling loop is not allowing ater into the boiler make sure the valve is completely turned off drain it down to 1.2 bar and the pressure should stay constant.

the 6 radiators that are not working have you tried bleeding them and only cold water is coming through you could try turning the 7 radiators that are working off at the valves which will push more pressure onto the 6 that are not working.
