If you switch heating off and draw hot water, do any of the radiators start to warm up? You might need to leave the HW running for a few minutes to find out.

If they do heat up, sounds like a faulty diverter valve.

I too have been told to put radiators under the window - the reason is minimisation of draughts. DONFRAMAC, many thanks for taking the time to reply. Part H1 is not a great deal of help in that it talks about disposal of foul and rainwater and the requirements for drains. It doesn't specifically mention boiler condensate (is it considered foul water?). I can't find an online copy of BS6798:2000...
