Black Sticky Stuff Under Varnish on Skirting on Stairs

Currently stripping all the old decorative varnish off the skirting on the stairs and on some of the upright bits have this blacky really really sticky stuff under it. Not wanting to scrape or sand or really touch it till I know what it is.

It's only in some bits.any ideas what it is.

It's the end thats connected to the window. Maybe a screw through the rope would be better.

Sash Window Crimp Tool Required

The cord has snapped. i see how to replace. Can't crimp the cord to the metal sleeve hard enough. What tool req?
