First you need to know what causing the damp. If is water from outside - rain, flooding etc. Or this is rising damp? Than you can decide about damp proofing method.
Please give more information.

If on side is external wall it might be damp. But to be sure please just use damp meter.

Salt contamination is very common problem in chimney breasts. Whit any issue you need to find out what is causing problem and find proper method.

If not pipe it might be salt contamination. By mistake one of the sand bag was with unwashed sand?

I think it might be either water flooding your walls from outside or salt contamination. Try to fix problem outside. There must be something wrong with lead.
