Hi, As i cannot tell if the bars are part of the frame or are supposed to be stuck on the glass i have 2 possible solutions for you. 1st. If the bars are part of the frame then i suggest running a very thin line of silicone around the bars. this should stop the movement. i only suggest doing this if...

Hi. The sash that does not open should still have hinges on which are concealed. If the sash is a top opener then under the bottom bead will be screws that hold the window shut.If its a side opener then the screws should be under the a vertical bead next to the mullion.
