Under Floor Insulation for Suspended Floors in Victorian Property

We live in a Victorian terrace. On most of the ground floor we have suspended timber floorboards. We have had problems with rodents and want to put insulation under the flooring in at least the middle, dining room to provide a barrier and also to provide extra warmth, although it's not that draughty...
