Hi Ragusa I think you could paint the Zinsser BIN over the paper if you didn't want to go to the trouble of taking it all off - Zinsser BIN is like shellac so forms a hard shiny seal. We painted 4 rooms with Valspar and got the dreaded smell. After finding this thread we re did the lot with Zinsser BIN and then re painted. The smell went immediately and after 10 months, it has not returned. Fingers crossed the Zinsser has cured it.
