Was it by any chance knocked it over? It doesn't need a new cable, the part that would secure the lamp holder is missing. It looks like a generic production line lamp = no spares. No spares, no repair. Nothing you can do with it.

Get another person to come round and look at the job, make sure they quote to do the same thing. Compare the two.

Since they can not go through the hole as they are too big, you will have to make them smaller. I would suggest you cut through the bolt with a hacksaw, or better still a small angle grinder.
