Maximum Height of new Garage Wall Near Boundary

Having a garage built
It will be concrete block. It will be about 30 cm from the neighbours boundary. Is the wall height limit 3 m or lower as reading highest wall shouldn't be more than 3 m (and 2.5 m.for eaves) but is it lower if near the boundary?

Raising Level and Levelling of Existing Concrete Garage Floor

Hi..i'm looking to raise the level of an existing concrete floor in garage and have it levelled out as it is cracked ( looks as though its because its on a slight slope) and could be raised to the same level of path .
